  17. Subject: MGT - Semantics 2/7 - Civil Defense

  19. Semantics is the basis for the majority of misunderstandings or
  20. disagreements. Semantics: the definition of words. A word that
  21. means one thing in one part of the country can mean either
  22. nothing or something else altogether in another part of the
  23. country. Let's discuss some of the common position titles most of
  24. us have heard at one time or another. Some of the titles apply to
  25. paid staff, others to volunteers, and some are held by both.

  27. CIVIL DEFENSE. This term is still used by many jurisdictions. In
  28. others it has been changed to emergency services, emergency
  29. management, disaster preparedness or similar name --- but it's
  30. role is still the same. In some jurisdictions the civil defense
  31. official is principally a planner and delegates all or most
  32. activities to departments in the jurisdiction. In other
  33. jurisdictions the position has command and control authority and
  34. responsibility. The CD official may directly supervise the RACES
  35. program in some jurisdictions. In others it has been delegated to
  36. another department head. The final authority and responsibility,
  37. however, always rests with the civil defense official.
